Consideration of a commercial credit card agreement between Laramie County and Bank of the West to provide a controlled governmental credit card for authorized purchases and expenditures and appointment of Debbye Lathrop in her official capacity as elected County Clerk or her successor as designated "company manager" for purposes of carrying out the terms of the agreement. (The initial period of the agreement shall be for three years from the effective date and be subject to an annual fee not to exceed $30.)
